2024 UNOCT Annual Report

The UNOCT Annual Report 2024 marks the first-ever Office-wide consolidated report, showcasing the achievements of its work to prevent and counter terrorism with focus on Africa. It highlights key results across its 17 global programmes, delivered in partnership with 140 Member States, and reaching more than 10,000 beneficiaries worldwide. The report presents both the progress made in 2024, and opportunities ahead to strengthen the impact of collective counter-terrorism efforts. These include the ninth review and 20th anniversary of the UN Global Counter-Terrorism Strategy (GCTS), the development of UNOCT’s next Strategic Plan (2026–2028), and the broader UN80 initiative.

2024 Compact Annual Report to the Secretary General

The 2024 report contains two parts: (i) Executive Report; and (ii) Annexes to Executive Report. The annual report summarizes the work accomplished in three main areas: (i) coordination efforts; (ii) policy leadership on counter-terrorism; and (iii) capacity-building support to Member States. Key highlights include the Compact’s commitment to: strengthening multilateral collaboration; enhancing information-sharing; facilitating online coordination; supporting Member States in countering terrorism through the Pact for the Future, emphasizing stronger coordination efforts; and driving impactful engagement through key initiatives and high-level conferences to advance global counter-terrorism objectives.

Internal Evaluation of the Global Programme on Prosecution, Rehabilitation and Reintegration

The internal final evaluation of the Global Programme on Prosecution, Rehabilitation and Reintegration was conducted by UNOCT to assess programmatic performance and inform future programme design. The evidence suggested that the Programme has contributed to Member States’ capacity to develop and implement comprehensive and tailored PRR strategies, policies and approaches and generated eight recommendations, including refining the Programme’s capacity building offer through a focus on four main areas of support, namely criminal justice responses, screening and initial assessments, disengagement as part of rehabilitation, and measuring rehabilitation and reintegration outcomes, while continuing implementation in geographical areas where momentum has already been built.

Internal Evaluation of the Global Sports Programme

The internal evaluation of the Global Programme on Security of Major Sporting Events, and Promotion of Sport and its Values as a Tool to Prevent Violent Extremism was conducted by UNOCT to assess performance, identify areas for improvement, and draw lessons to inform future programming. The evaluation covered the period January 2023-June 2024 and focused on effectiveness, impact, sustainability, and human rights/gender/Leave No One Behind (LNOB)/disability inclusion. It found that the programme effectively delivered its outputs, fostered partnerships and knowledge sharing, and made progress in incorporating human rights, gender equality and LNOB considerations, while providing a set of recommendations to guide the programme’s new phase.

UNCCT Annual Report 2023

For over ten years, UNCCT has been a Global Centre of Excellence, delivering capacity-building support to Member States in their implementation of the United Nations Global Counter-Terrorism Strategy (GCTS). Since 2022, the Centre has been guided by UNOCT’s first-ever Strategic Plan and Results Framework (SPRF 2022–2025), setting high-level strategic goals and outcomes to orient the activities of both UNCCT and the Office of Counter-Terrorism. UNCCT’s annual results-based reports present the Centre’s significant work and impact as the leading UN entity on CT capacity building, while also highlighting efforts to enhance its strategic support to Member States to ensure the balanced implementation of the Global Counter-Terrorism Strategy.

Technical Guide on Protecting Critical Energy Infrastructure against Terrorist Attacks

The Technical Guide addresses the growing threat of terrorist attacks targeting critical energy infrastructure (CEI). Such attacks can significantly harm societies and disrupt economies. The guide explores the vulnerabilities of CEI, particularly with the rise of new technologies and the increasing use of unmanned aircraft systems. It highlights the need for national and international cooperation; legal, institutional and operational frameworks; and public-private partnerships to strengthen resilience. Featuring case studies and good practices from around the world, it advocates for dynamic, risk management strategies and inter-agency coordination, essential for safeguarding CEI and promoting international security against terrorist threats.

Preventing Terrorists from Acquiring Weapons – Technical Guidelines

These technical guidelines are a first in its kind document to facilitate the implementation of Security Council resolution 2370 (2017) on preventing terrorists from acquiring weapons. They are developed by CTED, UNCCT, UNIDIR and the members of the United Nations Global Counter-Terrorism Coordination Compact Working Group on Border Management and Law Enforcement relating to Counter-Terrorism as a result of a joint project.

Joint Internal Evaluation of the Supporting Reintegration in Somalia through Social Cohesion Activities Project

The final internal evaluation of the Project ‘Supporting Reintegration in Somalia through Social Cohesion Activities’ (2022-2023) was jointly implemented by UNOCT and IOM. The evaluation aimed to share lessons learned with other practitioners working on the rehabilitation and reintegration of individuals formerly associated with non-state armed groups. The evaluation found positive changes across all key outcome areas of the project and recommended that practitioners consider incorporating socio-cultural activities into rehabilitation and reintegration interventions, and incorporate a robust approach to monitoring and evaluation into their intervention design. UNOCT continues to support rehabilitation and reintegration efforts through its Global Programme on Prosecution, Rehabilitation and Reintegration.

Internal Evaluation of the Young Leaders for Online Preventing and Countering Violent Extremism (PCVE) in Southeast Asia

The internal evaluation of the Young Leaders for Online Preventing and Countering Violent Extremism (PCVE) in Southeast Asia Project (2023-2024) was conducted by UNOCT to support the improvement of the Global Programme on PCVE’s youth/strategic communications work; demonstrate project results to stakeholders; and share best practice with other PCVE practitioners delivering youth/strategic communications work. The Project, funded by Australia, aimed to build the capacity of young people from Indonesia, Malaysia, Philippines and Thailand in PCVE strategic communications. The evaluation found the Project achieved its intended outcomes and provided six recommendations for future projects.

The GCTF Good Practices in the area of Border Security and Management in the context of counterterrorism and stemming the flow of “Foreign Terrorist Fighters”

The developed paper on good practices in the field of Border Security and Management (BSM) serves as a general guide to inform and assist border practitioners in developing policies, programs and guidelines for various strategies in counterterrorism and implemented programs and strategies can be found that mirror these examples.

Handbook on Countering the Misuse of Virtual Assets and Virtual Asset Service Providers for Terrorism Financing Purposes

麻豆传媒 Counter-Terrorism Centre (UNCCT) of the United Nations Office of Counter-Terrorism (UNOCT), the Federal Financial Monitoring Service of the Russian Federation (Rosfinmonitoring), and the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG) developed this report, titled: “Countering the Misuse of Virtual Assets and Virtual Asset Service Providers for Terrorism Financing Purposes: Handbook Based on EAG practices.” This Handbook provides an overview of the practices of Member States in the EAG region on detecting, preventing, and countering the use of virtual assets to finance terrorism, with a particular focus on the Central Asia region.

UN Global Counter-Terrorism Strategy

The UN General Assembly adopted by consensus the on 8 September 2006. The strategy is a unique global instrument to enhance national, regional and international efforts to counter terrorism. The General Assembly reviews the Strategy every two years, making it a living document attuned to Member States’ counter-terrorism priorities.
