The Office of the United Nations High Commissioner for Human Rights

The Office of the United Nations High Commissioner for Human Rights is the leading UN entity on human rights with a unique mandate to promote and protect all human rights for all people. Under the leadership of the High Commissioner, with a staff of 1,500 working in more than 100 countries, it aims to make human rights a reality in the lives of people everywhere.

All human beings are born free and equal in dignity and rights

Human rights are rights inherent to all human beings, whatever our nationality, place of residence, sex, national or ethnic origin, colour, religion, language, or any other status. Everyone is entitled to these rights, without discrimination.

Human Rights are Universal

The principle of universality of human rights is the cornerstone of international human rights law. This principle, as first emphasized in the Universal Declaration on Human Rights, has been reiterated in numerous international human rights conventions, declarations, and resolutions. The 1993 Vienna World Conference on Human Rights noted that “All human rights are universal, indivisible and interdependent and interrelated.”

The promotion and protection of human rights - civil, cultural, economic, political and social - is a key purpose and guiding principle of the United Nations, which has helped develop a comprehensive body of human rights law and established mechanisms to promote and protect these rights and to assist states in carrying out their responsibilities.

Universal Declaration of Human Rights

The Universal Declaration of Human Rights is a milestone document in the history of human rights. Drafted by representatives with different legal and cultural backgrounds from all regions of the world, the Declaration was proclaimed by the United Nations General Assembly in Paris on 10 December 1948 as a common standard of achievements for all peoples and all nations. It sets out, for the first time, fundamental human rights to be universally protected and has been translated into over 500 languages.

The Right Here, Right Now Global Climate Alliance and collaborator UN Human Rights address climate change as the human rights crisis that leading scientists and human rights advocates, including the United Nations High Commissioner for Human Rights, have declared it to be. The initiative supports effective, human rights-based implementation of the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change.

Since 2022, the Right Here, Right Now Global Climate Alliance has worked with Photography 4 Humanity to feature images of people affected by climate change.

Photography 4 Humanity calls on photographers around the world to bring to life the power of human rights through their images. Highlighting the most compelling human rights imagery - illustrating courage, despair, hope, injustice, compassion in ways small and large, the photos serve to inspire people to get involved and take a stand for human rights.

Photography 4 Humanity issues a global call to action for amateur and professional photographers alike, to submit images for an annual competition where the winner, top 10 finalists, and top 20 honorable mentions, have their photographs exhibited by the United Nations.

The global collaborator of Photography 4 Humanity is the Office of the High Commissioner for Human Rights (UN Human Rights). UN Human Rights is also a collaborator of the Right Here, Right Now Global Climate Alliance, which is working with Photography 4 Humanity to call upon photographers around the world to capture images of people affected by climate change.

These images depict climate change as a human rights crisis, as women, children, minorities, the poor and marginalized suffer disproportionately as the climate catastrophe escalates.

The exhibit is developed to highlight the work of top photographers through the Photography 4 Humanity Global Prize Competition, and to inspire photographers to document the power of human rights around the world.

The exhibit is created and organized by Photography 4 Humanity with the support of the Office of the High Commissioner for Human Rights.

UN Global Advocate Giles Duley

Mr. Giles Duley is a documentary photographer, writer, and storyteller. His work focuses on the longterm humanitarian impact of conflict. He captures the strength of those who fight adversity rather than succumb to it and his photographs draw the viewer to the subject, creating intimacy and empathy for lives differing from ours only in circumstance.

�鶹��ý appointed Mr. Giles Duley on 3 December, the International Day for Persons with Disabilities, as the first United Nations Global Advocate for persons with disabilities in conflict and peacebuilding situations. The Global Advocate will speak to the immediate and long-term needs and rights of persons injured in conflict and living with disabilities in conflict and peacebuilding situations, including those affected by explosive ordnance. He will ensure that the voices of those disabled by explosive ordnance are heard in the larger conversations on persons with disabilities in peacebuilding processes. Mr. Duley will complement the work of the Special Rapporteur on the rights of persons with disabilities. He will advocate for the universalization of the Anti-Personnel Mine Ban Convention and the Convention on the Rights of Persons with Disabilities. �鶹��ý Secretary-General has stated: “There are more than one billion people with disabilities in the world. Realizing their rights is a matter of justice and investment in our common future. It is also central to realizing the core promise of the 2030 Agenda to leave no one behind." The role is administered by the United Nations Mine Action Service (UNMAS), Department of Peace Operations.

Who is UNMAS?

Established in 1997, the United Nations Mine Action Service (UNMAS) works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and in support of peace operations, as well as through the development of standards, policies and norms. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council and advocates for the universalization and supports the implementation of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction; (ii) Protocol on prohibitions or restrictions on the use of mines, booby-traps and other devices (Protocol II); and (iii) Convention on Cluster Munitions (A/C.1/63/5 Part II). In addition to anti-personnel mines, challenges remain with respect to all other explosive remnants of war. On 12 November 2006, the Secretary-General welcomed the entry into force of Protocol V on explosive remnants of war from the Convention on Certain Conventional Weapons.

What is April 4th?

On 8 December 2005, the General Assembly declared that 4 April of each year shall be observed as the International Day for Mine Awareness and Assistance in Mine Action. It called for continued efforts by States, with the assistance of the United Nations and relevant organizations, to foster the establishment and development of national mine-action capacities in countries where mines and explosive remnants of war constitute a serious threat to the safety, health, and lives of the civilian population, or an impediment to social and economic development at the national and local levels.

In conflict and post-conflict situations the goal should always be to create projects designed, implemented and led by local partners and communities. In my experience, this is the most impactful and sustainable way to rebuild lives; allow marginalised communities to empower themselves; and to create a lasting peace."

At least 60 states around the world are still contaminated with landmines, some dating back more than 50 years.^*

Despite the efforts of the United Nations, Member States, non-governmental organisations (NGOs) and communities, in 2022 unexploded remnants killed or injured at least 4,710 people across 49 countries. To commemorate International Mine Action Day 2024, we invite you to hear from those directly involved in and affected by mine action - and witness the way forward. Find out how mine-affected and post-conflict communities are working together with state parties around the world to bring about impactful and sustainable change: from finding new ways to locate and clear landmines, to educating young people about the risks of unexploded ordnance, and creating opportunities for those living with landmine and conflict-related disabilities.

UKRAINE CASE STUDY

Ukraine is one of the most mined states in the world. The HALO Trust employs over 1,200 Ukrainian staff - nearly 30% of whom are women - to conduct mine clearance, carry out surveys, and provide mine risk education around the country. As well as keeping Ukrainians safe, their work is also enabling the recovery of the country’s agricultural sector and helping displaced people to return home.

Oleksandra lives in a part of the Kyiv region that is now contaminated with unexploded ordnance. She joined HALO Trust to train as a deminer to help ensure that Ukraine’s land is safe for her two children and future generations.

MOTIVATION

Assistive technologies, including wheelchairs and mobility aids, can help people with landmine injuries and other disabilities to live full and independent lives. The Convention on the Rights of Persons with Disabilities considers mobility and inclusion to be a human right. Yet in the Global South, less than 5% of people who need them have access to appropriate wheelchairs.

Sometimes, wheelchairs designed for use in urban settings aren’t functional in rural environments. Resource constraints can make them unaffordable, or too expensive to repair if they get damaged. A lack of appropriate training means that people may receive wheelchairs that don’t fit properly or aren’t suitable, which can have serious health implications.

In Kenya, NGO Motivation has partnered with Jomo Kenyatta University of Agriculture and Technology to design and locally manufacture durable, affordable, rough terrain wheelchairs to ensure everyone has access to suitable wheelchairs.

Nawali, Chad

Back in Sudan, Nawali (who was paralysed following an illness in childhood) was an activist and community organiser working to support those around her. But when the fighting started, she and her family had to flee after soldiers stole her motorised wheelchair. Now living alongside over 150,000 other refugees in Chad’s Adré camp, Nawali is confined to a tent and has to crawl to get to the communal latrines.

Conflicts leave people disabled, and in the case of unexploded ordnance and landmines, this can happen decades later. �鶹��ý aims to address how the needs of persons with disabilities are accounted for before and during conflicts, as set out in Security Council resolution 2475 which recalls the Convention on Rights of Persons with Disabilities. Here are two examples.

Physical injuries aren’t the only danger: UXO risk, and displacement create a constant lack of safety which takes a toll on the mental health of children and young people.

The Ayjal Foundation runs group psychosocial support sessions to help give young people the skills to manage emotional distress and trauma. Working with child psychology experts, as well as local artists and storytellers, they’ve also developed a free Arabic language Psychological First Aid toolkit for teachers and carers.

ODAI AND MARYAM, GAZA

Odai has a developmental disorder which left him Deaf. As a result, he was unable to hear the warning alarm indicating a rocket attack which paralysed him.

Maryam was born with severe cerebral palsy after her mother nearly died in a suicide bombing while pregnant. Maryam is unable to speak, walk or feed herself. Because of her mobility issues her family weren’t able to flee quickly enough when they heard a warning alarm, and she was injured when a rocket hit their family home.

RESOLUTION 2475^*

URGES MEMBER STATES TO ENABLE THE MEANINGFUL PARTICIPATION AND REPRESENTATION OF PERSONS WITH DISABILITIES, INCLUDING THEIR REPRESENTATIVE ORGANIZATIONS, IN HUMANITARIAN ACTION, CONFLICT PREVENTION, RESOLUTION, RECONCILIATION, RECONSTRUCTION AND PEACEBUILDING, AND TO CONSULT WITH THOSE WITH EXPERTISE WORKING ON DISABILITY MAINSTREAMING."

This year is the fifth anniversary of United Nations Security Council resolution 2475 which calls on Member States to protect the rights of people with disabilities during and in the aftermath of armed conflict. That means making sure that people with disabilities aren’t left behind: making sure safety information like evacuation alerts, sirens, landmine warnings and mine risk education reach everyone who needs to understand them.

Mr. Gerald Quinn, the Special Rapporteur for persons with disabilities 2021 - 2023, wrote about Resolution 2475 in his final report:

Security Council resolution 2475 (2019) should be used as a basis to:

(a) Make disability, peace and security a permanent theme of the Security Council;
(b) Better address the intersectional nature of disability with other personal characteristics within the women and peace and security and the youth, peace and security agendas;

UNMAS SYRIA

In 2023 UNMAS Syria trained six people with landmine injuries to deliver MRE training, including Hanan and Ahmad. Ahmad was injured as a teenager, playing in an area with landmines. Now a law student, he teaches other young people about the danger of landmines. This programme has since been paused due to a funding shortage.

KOALAA

Although many people require access to prosthetic devices, upper limb prosthetics in particular face a significant rate of abandonment - sometimes because users don’t find devices to be sufficiently comfortable, functional or culturally appropriate.

Koalaa is one example of a project creating upper limb prosthetic devices designed to be comfortable and affordable. In 2021, they ran a pilot in Sierra Leone, which has a disproportionately high number of amputees. Prosthetic users explained it was important to have the option of a cosmetic prosthetic with a choice of skin tones.

Koalaa worked with them to design a cosmetic attachment to help users feel more comfortable.

Around 100 million people globally need a prosthetic limb.^*

Alimatu, Sierra Leone

Alimatu was born with a below elbow limb difference and uses her Koalaa prosthetic for sweeping, writing, laundry and scraping fish. Alimatu found it difficult when growing up to make friends but since she started mingling with others who have limb differences she has built her confidence and has been trying new things.

The Democratic Republic of the Congo (DRC) is contaminated with anti-personnel mines and other explosive remnants of war, and the ongoing conflict makes it difficult for people with disabilities to access the services they need.

Social enterprise Ugani uses 3D scanners and printers to create lower limb prosthetics. Their digital system makes remote services possible, improving access and allowing prosthetists to reach 10 times more patients.

CAMBODIA

Since 1979 over 45,000 people have been injured by UXO and landmines in Cambodia, with many left with lifelong impairment. The country is working to be mine free by the end of 2025.

AGRILAB

Many people injured by landmines and UXO live in rural areas where agriculture is the primary source of income.

People’s Action for Inclusive Development’s AgriLab works with farmers with disabilities, including landmine injuries, to develop assistive technology tools to help them return to work. Over 300 Cambodian farmers have taken part in AgriLab workshops, co-designing items like water collectors, accessible chicken coups, and trailer attachments so wheelchair users can transport their tools and goods.

Mrs. Suon Pheap has a physical disability affecting one side of her body, as well as caring responsibilities for 3 generations of her family. AgriLab’s workshops introduced her to other farmers with disabilities, and the tools they developed together have improved her farm’s productivity and increased her income.

People cannot recover from trauma when their basic needs - like food, shelter and sustainable incomes - are not met.

Founded in 2017, Legacy of War Foundation’s Land for Women program is one example of a project working to address these basic needs through sustainable, community-led development. Land for Women partners with groups of Rwandan women who have experienced trauma and gender-based violence. It doesn’t seek to empower them - instead, by providing a route into land ownership and sustainable cooperative farming, it helps dismantle the barriers they face to self-empowerment and lifts whole families out of poverty. The pilot was created in collaboration with Imboni Cooperative, led by genocide and sexual violence survivor Olive whose story is shared in a film on the right.

Victorine From Rwanda

During the 1994 Genocide Against the Tutsi in Rwanda, Victorine's husband was murdered and she and her children were violently attacked. Decades later she still lives with constant pain and mobility issues, in a home with stairs which limit her activites.

These images depict climate change as a human rights crisis, as women, children, minorities, the poor and marginalized suffer disproportionately as the climate catastrophe escalates.

The exhibit is developed to highlight the work of top photographers through the Photography 4 Humanity Global Prize Competition, and to inspire photographers to document the power of human rights around the world.

“Safe Ground” is the name of the global campaign “turning minefields into playing fields” that was launched by the Secretary-General of the United Nations in 2019, and the concept of clearing the earth of landmines and other explosive hazards to make it safe for development.

“Safe Steps” brings attention to the trepidation that too many people experience when they move about not knowing if they will detonate an explosive that could maim or kill them at any moment. “Safe Steps” also describes the procedures that deminers use when approaching contaminated areas and includes application of new technology to safely removing explosive hazards.

"Safe Home" is about restoring personal security of individuals and communities in post-conflict settings. There is no place like home, and it is difficult to feel at home without security and community.

Since the 1850s landmines were used in wars. During and after the Second World War their manufacture and use increased significantly. This baby bomb can sit in the ground for half a century or more and kill or maim anyone who steps on it. Children, women, and men playing, working, or going for a walk.

Thirty years ago, civil society, individuals, women, and men working in human rights and humanitarian assistance organizations, called for a global ban on this weapon. This movement became the International Campaign to Ban Landmines in 1992. Governments and the United Nations listened, and in 1999 the Convention to Ban Landmines, known as the Ottawa Treaty, came into force.

Today, 164 nations have signed onto this treaty. Millions of mines have been destroyed, thousands of square kilometers of land have been cleared. We must make the ground safe, to take steps to build safe communities.

Universal adherence to the Anti-Personnel Mine Ban Convention, the Convention on Certain Conventional Weapons and the Convention on Cluster Munitions and strict compliance with international humanitarian and human rights law pave the way to ensuring protection and saving lives. I urge all States to accede to these conventions and call upon those that have already done so to continue their steadfast implementation and to recommit to reporting and advocacy efforts."

This year marks the 30-year anniversary of the establishment of the International Campaign to Ban Landmines (ICBL), which is one of the most successful civil-society-led campaigns in history

Art has always been at the forefront of revolution and social change

No More War is the opportunity for us all to collaborate and create change through our creativity and passion. In October 2021, we called on artists and creatives to join us in calling for No More War, creating work in whatever medium allows them to express their feelings.

The murals on display here were made by Belgian artist Sibomana, using photographs taken by Giles Duley in Afghanistan in August 2021. These first collaborations focus on the stories of Afghan civilians injured in the recent fighting. Throughout the conflict their voices have largely gone unheard, their stories representative of the millions affected by these past twenty years of war.

As taxpayers that fund these conflicts, as concerned citizens of a global community, and in solidarity with those directly impacted by war, we feel - whether pragmatist or humanist in argument - it is time to say “No More War”.

Stories of Survivors

Sapalo, Angola 2018

Sapalo was playing in his uncle’s house when he saw a large rat dash across the room. He looked for something to hit it with, grabbing a lump of rusting metal that was sat on the table. He threw it at the rat.

A bright heat engulfed him and he was thrown to the floor. Disorientated, he tried to get up, but he couldn’t. Unknown to him, the lump of metal he’d picked up had been the explosive warhead from a rocket-propelled grenade that his uncle had found and brought back to the house with the intention of safely destroying it. The blast destroyed both of Sapalo’s legs. Later that day, they would be amputated just below the knee.

Angola is still recovering from 27 years of conflict that ravaged the country from 1975-2002. As a result of the conflict, a high number of the population are persons with disabilities, including amputees like Sapalo. Most are denied their rights to health care, education, physical rehabilitation and psychosocial support, and as a result remain isolated from their communities.

For a year following his accident Sapalo remained without prosthesis or rehabilitation, and was unable to access education. With the help of MAG, Legacy of War Foundation provided prosthetics and arranged fitting, as well as an adapted tricycle to help him get around. Sapalo is now back in school.

Yasmine, Iraq 2018

They first discovered Yasmine’s cancer when she was four years old. After treatment it seemed she’d recovered, and for the next few years she was able to live a normal life. In 2014 the cancer returned - but things were different now. ISIS was in control of the city and restricted access to healthcare. Even when you could get to a hospital, supplies were dwindling and most specialist doctors were in hiding or had left the city. “My father once took me to the paramedic,” Yasmine told me, “but Daesh [ISIS] stopped us and said take her to the mosque instead.”

The conflict resulted in the destruction of many hospitals and medical facilities. Even when ISIS control ended, Yasmine still wasn’t able to access treatment. “She can endure so much without complaint,” explained Yazan, her father. “She’s so patient.”

When they were finally able to get her to a hospital, set up by an NGO after the battle for the city, they discovered the cancer had spread and had to amputate her leg at the hip. She insisted on signing the consent for the operation herself. War is not just about the injuries from guns and shells. For children, it’s also about losing homes, education and, in Yasmine’s case, her right to access to healthcare.

A few weeks after this photograph was taken, Yasmine passed away. Her family wanted us to share her story, in her memory.

Aya, Lebanon and France, 2014 - 2019

After their house in Idlib, Syria, was destroyed in 2012, Aya and her family fled to Lebanon. For two years they lived in a makeshift tent next to a cement factory. The children suffered from breathing problems as a result of pollutants. Eventually they were moved by a local NGO to an unfinished building on the outskirts of Tripoli.

Aya, 7, has spina bifida, and without access to medical support and suitable living conditions her life in Tripoli was constantly under threat. The family waited in limbo. Despite her unbreakable spirit and resilience, Aya’s health deteriorated.

In June 2016, as part of the UNHCR’s resettlement scheme, the family was relocated to France. “Aya struggles to sleep,” explained Sihan, “but on the first night I was able to say to her, ‘it’s ok Aya, this is your home now.’” Aya is now in school and receiving full support for her medical needs. She is enjoying her education, playing with friends and being fully integrated within her local community.

Mohamed, Iraq 2017

Hospital staff clean the wound on Mohamed Nawaf’s head. Mohamed, 14, lost both legs and suffered facial injuries and hand injuries when his friend, who was walking in front of him, stepped on a landmine. Children and young people make up more than half of landmine casualties globally.

Dawood, Iraq 2017

“This fly is worse than Daesh [ISIS],” jokes Dawood Salim, as he tries to brush a persistent fly away from his face with his heavily bandaged hand.

On the 8th of March 2017 Darwood, aged 12, had been tending sheep just outside Mosul when he stepped on a landmine. He lost both legs and his right hand. “I didn’t know how brave he was,” his mother Nidal told me, “until this. They told me after the explosion he kept trying to stand, even though his legs were so injured.” By the time she got there, they had loaded him onto a tractor to get him to the nearest hospital. “He was telling me not to cry. ‘The more you cry,’ he said, ‘the more I hurt’.” As the popular song Take Me Back To Mosul is played aloud from a phone, the whole ward joins in with the chorus. And as they change the bandages on his hand, Darwood raises his fingers in a victory sign. A few days earlier I had asked Nidal if it was ok to photograph her son. Calmly and clearly, she looked at me and said – “When a child is injured like this, the whole world should see.”

Walter, Colombia, 2017

Walter Casto Morales lost his left foot after stepping on a landmine. The remnants of fifty years of conflict in Colombia make it one of the most UXO-affected countries in the world, with civilians making up the majority of casualties. Walter was herding cattle when the landmine exploded, and is now one of many Colombians living with disability caused by conflict.

Vanthy, Cambodia 2015

Vanthy So. Ratanakiri was 19 years old when he lost both hands. Forced to fight as a child soldier with the Khmer Rouge, Vanthy returned home when the fighting was over. He was clearing land near his village to farm when a clustermunition detonated. Vanthy is one of over 64000 people killed or injured by unexploded ordnance (UXO) in Cambodia since 1979.

“My whole life has been affected by war,” he said. “I have to do everything; it just takes me more time and is more difficult. I will survive for my family.”

Vanthy is now married. He and his wife have six children, who he cares for while his wife works.
