The Fellows are hosted by the Division for Ocean Affairs and the Law of the Sea (DOALOS), Office of Legal Affairs of the United Nations, through December. The Fellows shared their backgrounds, interests, and goals for joining the program, fostering a meaningful exchange of ideas.</span></span></span></p> </div></div></div> Mon, 06 Oct 2025 18:10:00 +0000 RNAZIRBO 1228 at /ola 2025 Treaty Event Celebrates 80 Years of Treaty Making and a Milestone for the Ocean /ola/fr/node/1227 <div class="field field-name-body field-type-text-with-summary field-label-hidden"><div class="field-items"><div class="field-item even"><p><span style="font-size:12pt;"><span style="line-height:normal;"><span style="font-family:Aptos, sans-serif;"><b>26 September 2025</b> – As the UN marks eighty years since its founding, States reaffirmed their support of the multilateral treaty framework by undertaking a total of 30  actions at the annual Treaty Event which ended today, on the sidelines of the United Nations General Assembly High-Level Week.</span></span></span></p> <p><span style="font-size:12pt;"><span style="line-height:normal;"><span style="font-family:Aptos, sans-serif;">For 25 years, the United Nations Office of Legal Affairs has organized the annual Treaty Event, held over the course of four days during the High-Level Week.  The Treaty Event provides an opportunity for States to join any of the more than 600 multilateral treaties deposited with the Secretary-General.</span></span></span></p> <p><span style="font-size:12pt;"><span style="line-height:normal;"><span style="font-family:Aptos, sans-serif;">Two heads of State, two Heads of Government, 16<b> </b> ministers and one other high-ranking official, representing 21 States from Africa, Asia-Pacific, Latin America and the Caribbean and the Western European and Others group, participated in this year’s Treaty Event. </span></span></span></p> <p><span style="font-size:12pt;"><span style="line-height:normal;"><span style="font-family:Aptos, sans-serif;">Actions undertaken by States built on the momentum following the triggering of the entry into force of the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (“BBNJ Agreement”), with 11 additional ratifications. Since the BBNJ Agreement opened for signature at the 2023 Treaty Event, it has received a total of 145 signatures and 74<b> </b>ratifications so far. It will enter into force on 17 January 2026.</span></span></span></p> <p><span style="font-size:12pt;"><span style="line-height:normal;"><span style="font-family:Aptos, sans-serif;">The overall objective of the BBNJ Agreement is to ensure the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction. In her <a href="/ola/en/file/1458">first address to UNCITRAL</a> since taking office, she underscored its vital role in strengthening legal frameworks for international trade and development, particularly in times of global challenge.</span></span></span></p> <p style="margin-bottom:11px;"><span style="font-size:12pt;"><span style="line-height:115%;"><span style="font-family:Calibri, sans-serif;">She also took the opportunity to refer to the UN80 Initiative, launched to reform and strengthen the UN system as the United Nations approaches its 80th anniversary. Acknowledging the fiscal and operational constraints facing UNCITRAL, she encouraged the Commission to reflect on adapting its working methods ahead of its 60th anniversary in 2026.</span></span></span></p> <p style="margin-bottom:11px;"><span style="font-size:12pt;"><span style="line-height:115%;"><span style="font-family:Calibri, sans-serif;">While delegates are most familiar with OLA’s International Trade Law Division, which serves as the substantive secretariat of UNCITRAL, the Legal Counsel highlighted other key contributions from OLA to UNCITRAL’s work, such as the Treaty Section’s role as depositary of UNCITRAL conventions and the Codification Division’s coordination with the Sixth Committee to ensure proper submission and review of legislative texts by the General Assembly.</span></span></span></p> <p style="margin-bottom:11px;"><span style="font-size:12pt;"><span style="line-height:115%;"><span style="font-family:Calibri, sans-serif;">The Legal Counsel also noted the ambitious agenda of the 58th session, which reflects the Commission’s productivity. Two additional signatures and one further ratification followed during the conference, bringing the total number of ratifications to 51 (including 50 States and the European Union). This capacity-building event was the first of such workshops to be organized for representatives of Member States of the African Group in over 10 years. </p> <p> The Workshop brought together 25 participants from Botswana, Congo, Côte d’Ivoire, Democratic Republic of the Congo, Eritrea, Ethiopia, Lesotho, Malawi, Morocco, Mozambique, Niger, Senegal, Seychelles, South Africa, Tanzania, Zambia and Zimbabwe, for two and a half days of discussions and exchanges on various aspects of treaty law and practice. Topics included the role and practice of the Secretary-General of the United Nations as depositary of multilateral treaties, treaty-making at the United Nations, and the registration and publication of treaties under Article 102 of the UN Charter. The programme also featured specialized sessions from representatives of the Office of the Legal Counsel of the African Union Commission, who provided insights on the treaty-making process at the African Union and on the depositary practice of the Chairperson of the African Union Commission.</p> <p> The Treaty Section organizes capacity-building workshops twice a year at UN Headquarters in New York, and at the national and regional levels upon invitation by Member States or interested organizations. It aims at facilitating the work of Member States in joining multilateral treaties deposited with the Secretary General and registering treaties under Article 102 of the Charter.  The members of the Treaty Section discussed the depositary functions of the Secretary-General, as well as the registration and publication of treaties. For that purpose, the Legal Counsel conducted meetings with our Cambodian partners in the ECCC administration, with our partners in the Cambodia Government, and with the “Group of Friends of the ECCC”, which brings together the principal donors with Cambodian Government representatives. The key meetings with the Government of Cambodia that the Legal Counsel held were the meetings with the Prime Minister of Cambodia, H.E. Mr. Hun Manet, and with the Deputy Prime Minister in charge of issues relating to the ECCC, H.E.
