Statement by Ms. Rabab Fatima at the Ambassadorial Meeting of the Group of Landlocked Developing Countries

Excellencies, Mr. Chair, Distinguished Ambassadors,
I thank you, Mr. Chair, for convening this important meeting of the LLDC Group. 
Allow me also to extend my deep appreciation to the Bureau for its exceptional leadership during  the Third United Nations Conference on Landlocked Developing Countries in Awaza. 
The Conference was truly historic, the largest and most inclusive gathering ever held for LLDCs. 
We brought together more than 5,700 participants from 103 Member States, including 30 of our 32 LLDCs, 16 Heads of State and Government, 3 Vice-Presidents, 108 Ministers, over 100 Parliamentarians, delegates from 29 international organizations, and more than 450 civil society organizations. 
My Office  mobilized over two million dollars in extrabudgetary resources to ensure such broad participation. These figures reflect not only the scale of the event, but also renewed political will to  transform the development trajectory of LLDCs.

Excellencies, 
we meet today at a critical juncture. With LLDC3 behind us,  the task before us is clear: to translate commitments into implementation. 
 As we enter High-Level Week and the 80th session of the General Assembly, your missions have a unique opportunity to embed  LLDC priorities systematically across all UN deliberations.
Our collective mission is  to ensure the full and timely implementation of the Awaza Programme of Action.   This will require your active engagement in the General Assembly, the High-Level Political Forum, and other intergovernmental processes, to carry forward the outcomes of Awaza.

Excellencies,
As the system-wide focal point for the implementation of the APOA, my Office is now coordinating a comprehensive UN-system implementation roadmap, currently capturing 319 activities across the entire system. 
In parallel, we are developing indicators for a Results Framework to monitor our progress and preparing guidance to mainstream the Programme across relevant UN entities at both global and country levels.
We are working to advance the four critical deliverables mandated at LLDC3:
-   First, establishing a High-Level Panel on Freedom of Transit;

-   Second, supporting the conceptualization and establishment of an Infrastructure Investment Finance Facility for LLDCs;

-   Third, working with partners in conceptualizing and establishing Regional Agriculture Research Hubs; and 

-   Fourth, supporting the group in advancing a comprehensive work programme on LLDCs in the world trade organization.

To ensure national ownership,  we supported the participation of Resident Coordinators from LLDCs  in the Conference, and we will ensure their roles remain central to implementation efforts in-country.
Excellencies, Collegues,
Awaza generated not only momentum, but also practical tools for advancing our agenda.
 At the conference, we launched the Global Business Network for LLDCs, instituted an International Day of Recognition for LLDCs, and announced the creation of a new LLDC negotiating group under the UNFCCC.
My Office is already following up on these commitments: strengthening private-sector engagement, working with the LLDC Group in Geneva in preparation for UNCTAD16, implementing a transport and trade policymaking project - including a global workshop early next year- and collaborating with the International Road Transport Union.

In just ten days,   on September 26, LLDC Ministers will convene during High-Level Week. This will be their first  gathering since  Awaza, a pivotal moment  to reaffirm commitment  and demonstrate that the political momentum remains strong and focused.
As ambassadors, your role in preparing for this Ministerial and and ensuring LLDC priorities are reflected in the broader deliberations of High-Level Week will be decisive. 
Excellencies,
?   Looking ahead, Champion the Awaza Programme of Action across the General Assembly¡¯s comprehensive agenda.
?   Mobilize partnerships and resources to accelerate implementation.
?   Advocate for strengthening OHRLLS, so that my Office can fully deliver on its LLDC mandate at this crucial juncture.
I also congratulate the Group for agreeing on modalities of work under the UNFCCC ahead of COP30. This will enable LLDCs to systematically advance their climate priorities within international processes.
My Office will continue to convene and coordinate across the UN system, track roadmap progress, finalize the Results Framework, and keep the Bureau regularly informed. Your permanent missions remain indispensable in ensuring coherence, consistency, and impact across all multilateral negotiations.
