- The CTC determines an annual list of Member States to visit
- CTED requests consent for a CTC visit via the Permanent Mission of the Member State to the United Nations
- CTED invites relevant international, regional and subregional organizations and relevant United Nations entities to participate
- Includes high level and technical meetings, and on-site travel to locations and facilities
- The visiting delegation will hold a wrap-up session at the conclusion of the visit to present its main findings to the Member State
- The visiting delegation will submit the preliminary assessment and observations (PAO) to the CTC within two weeks of the conclusion of the visit
- The PAO includes an analysis of the terrorism threat, trends, concerns, risks and challenges; key factual findings and evaluations; preliminary recommendations and the identification of technical assistance needs
- The PAO is presented to the CTC in presence of the visited Member State and other United Nations partners that participated in the assessment visit
- Technical assistance needs identified during the assessment may be referred to partner entities for the purpose of designing technical assistance and capacity-building support
- A full draft report, containing conclusions and recommendations, is shared with the visited Member State within 45 days of the visit
- The Member State is given 30 days to review the report and submit observations
- CTED then has 15 days to assess the information provided and submits the report to the CTC
- CTC members may amend the draft and will consider adopting the draft report, as amended. The adopted report is transmitted to the visited Member State
- The visited Member State is requested to indicate, within 30 days, whether the report contains any information that it prefers to keep confidential which is excluded from the version of the final report for United Nations partners
- CTED is directed by the Security Council to make country assessments available to the UNOCT and United Nations counter-terrorism agencies except when requested by the assessed Member States
- The visited Member State submits steps taken to implement the recommendations in the report within 9 months of receiving the final report
- Subject to the above, the Committee may request an oral briefing on steps taken to implement the recommendations of the assessment by the visited Member State, to take place within 15 months
