
On 8 October 2025, the Counter-Terrorism Committee Executive Directorate (CTED) held a hybrid briefing for Member States on trends and developments in CTED¡¯s technical assistance facilitation in border management¡¯s and law enforcement¡¯s response to attacks on vulnerable targets.
During the briefing, CTED¡¯s Legal Officer provided an overview of recent trends in gaps and challenges identified by CTED related to law enforcement and border management issues in this area. CTED¡¯s assessments and analysis have revealed gaps in several States¡¯ implementation of the law enforcement- and border security-related requirements set forth in resolutions 1373 (2001), 2178 (2014), 2341 (2017), 2370 (2017), 2396 (2017) and other relevant resolutions, as well as in the protection of critical infrastructure and soft targets. She also explored how an analysis of those gaps and recommendations feed into the capacity-building efforts of United Nations partners.
The second briefer was the Coordinator of the Global Programme on Countering Terrorist Threats against Vulnerable Targets of the United Nations Office of Counter-Terrorism (UNOCT). This Programme is led by UNOCT in cooperation with CTED, the United Nations Interregional Crime and Justice Research Institute, and the United Nations Alliance of Civilizations, in close consultation with the International Criminal Police Organization. Since its launch in 2021, the Global Programme on Countering Terrorist Threats against Vulnerable Targets has delivered technical assistance in Benin, C?te d¡¯Ivoire, Indonesia, Kenya, Kyrgyzstan, Mauritania, Senegal, Tajikistan, Togo, and Tunisia. The Coordinator highlighted recent trends in the Programme ¨C including critical infrastructure and public places (soft targets), common challenges and good practices across those contexts.
During the interactive discussion session, Member States were particularly interested in good practices in national risk assessments, how CTED and the Global Programme conduct such analysis, if there are any commonalities in methodology across Member States, and how to become involved in the work of the Global Programme.
